Dangerous sand levels along western half since July 1

Bikes can't make sudden stops in sand, they generally ignore stopsigns, or veer into the road (see tracks in pic), either is safer than stopping in sand. Cyclists think they have right of way over cars regardless of signs.

I spent a few hours yesterday with a push broom, taking care of the worst. All it would take to reduce danger would be ONE guy with a pushbroom, ONE hour each week, to maintain it. no street sweeper needed.

the resurfacing is nice, but sand is what poses public safety hazard.

need trash bins at end of madaket road, situation getting very bad with trash from Millie's filling both the parking lot and end-of-road areas.

2 orange 'security' lights are polluting the night sky, blinding pedestrians whose eyes have adjusted to darkness, and cast orange industrial glare into the road and neighboring windows.

this issue has been raised with the restaurant but ignored

Update: As of july 25, Millie's continues to pollute and has added additional lighting in violation of code.

the fine for this is $100 per day, so they should owe about $10K in fines by now. how can we follow up and ensure something was done?
