    This issue was reported to me (Catherine Bernal in Community Development) by a concerned member of the public. He was walking at Tilden and Broadway and noted that there is a low cyclone fence along the sidewalk with a pipe sticking out that protrudes into the path. He is concerned this is a safety hazard that could do damage to a biker or someone walking who was not able to see it. Please inspect. Thank you.
