    Pedestrians are using the freeway on ramp for walking, cooking, socializing, etc., and cars have to swerve and/or brake to avoid hitting them. It is only a matter of time before someone gets hit by an accelerating car, truck or bus. The tents behind Nordstrom Rack are so large there is nowhere else to walk but in the roadway. I had to swerve to avoid a woman yesterday who was socializing and jumped backwards in front of my car apparently reacting to something humorous.

    People in the street. The side of the street behind Home Depot is so congested with tents that people have to walk on the street. I had to drive around people who appeared to be preparing a meal in the street. One tent had actually fallen onto the street at the corner.

    Public art display and public walkway under I-80 is being used as a campsite. There is a stolen shopping cart and a growing pile of stuff near the sculpture of the painter. There are sometimes sleeping bags. I even saw a campfire last month.

    It would appear the art is intended to keep the underpass from being a dark and dirty place that pedestrians would be at risk of using. It would appear that it is now less safe to use after dark than it was before being claimed as a campsite.

    There is a grocery cart and possessions that have been at the same location for over a week. This is on the paved area on the south side of Powell street under I-80. During the day the cart is pushed up against one of the columns making it difficult to see from cars on Powell street. It is visible from the freeway exit and entrance that surround the area.

    There are so many cars taking the i-80 east off ramp at Powell going straight onto the I-80 east on ramp that it causes traffic to back up on Powell street to Hollis. It can be so bad that traffic even backs up on Hollis. The metering lights can only let a limited number of cars per minute leave Emeryville during evening rush hour. The cars exiting and reentering to avoid the slow merge are taking meter slots that should be for Emeryville workers. To help solve this, the traffic signal for cars exiting I-80 east should have the solid green light replaced by only green left and right arrows. That should help reiterate the signage that indicates the center lane can only turn and not re-enter the freeway.
