When exiting 400N at Windward and turning left, traffic backs up because the light that is at Windward and 400S doesn't release the traffic in time. The traffic signal at 400S at Sindward should turn green about 30 seconds - one minute earlier to allow traffic to flow thorugh the intersectioni.
