On 9/11/2015, at 1:25 am, I observed a soaker hose in operation, around the front and west (right) side of the house, about 2 feet from the foundation of the house. There were no lights on in the house. The soaker hose was in use. water was flowing (more than a trickle), out of the underground drainage line, at the curb side. The hose end was at the private sidewalk leading to the front porch, and ran around the front of the house to the west, around the corner, and under the fence into the back/side yard.
