    23-99 Casco Street Quincy, MA 02169, USA - Quincy
    Utility cap was ripped from the street by snow plow (backhoe). Driver inspected the damage then attempted to stomp the cap back into place with his foot. Cap was left sticking out of the street at an angle and the area around the cap has developed into a sizable pothole.
