The correct TAP receiver has not worked at this green-blue line transition point since shortly after TAP was required.
Users must use the same receiver to enter the blue line from the greenline escalator, taking turns with those trying to exit.
Occasionally, several metro personnel will block the bottom of the stairs/escalator, creating a dangerous choke point, where people descending stairs must wait in line to all be filtered through the metro personnel holding electronic payment checkers. This is very dangerous and will result in costly accidents if it hasn't already.
