Main culprits is a blue grand Marquis and an orange town car.

See past issue #127258. This house now looks even worse and is literally falling apart. The wrap on it is mostly gone, and vagrants continue to be able to take shelter around it. The grass is high again.
On that note, the two rentals to the right of this on Freeman are falling apart, too. Do they meet minimum housing? There are always many people hanging out there. Are they exceeding capacity? 826 Martin is unsecured and has homeless people living in it, also falling down. 807 Martin continues to have people coming and going in masses and appears to be running some illicit activity from it and past capacity.
RPD had made a push way back with the mobile command bus in this area, and it unfortunately seems to have been again forgotten. Let's take a fresh look at these abandoned and problem properties and clean up the neighborhood. If your house has been boarded up for years with no activity towards renovating it, it's time to tear it down or sell it. They end up as blighted properties or homeless and drug shelters. There are cuts from the quad at 811 Davie to Martin on two lots that need to be secured. There are drugs dealers and prostitutes everywhere, and it deserves some special attention from the City.
Private investors are moving in and renovating stuff. They are doing the City a favor, and it's time the favor was returned.

There has been a lot of cars lately with loud siren type speakers behind the bumper playing really, really loud rap lyrics, usually of a vulgar nature demeaning to women, police, white people and black people.
Most recently was today when I heard thisnoise come closer and closer then as said person rounded the corner going north on tarboro, I could not even hear the person i was talking to.
I could not get a tag number as people regularly drive at twice the posted speed limit on this road.
As this person passed me, a police car drove in the opposite direction and he had the speaker cut off before the cop could even see where the noise was coming from... even if the officer saw where it was coming from, I really don't think that he would care.
In an effort to combat this, we really need more unmarked police cars here... bicycle patrols would also help a lot. With a combination of those two, I think it would help the community a lot because when officers are racing around in their cruisers with the windows up and the AC on, they miss out on a lot of things that happen around them.

I have been noticing more and more cars with loud stereos in the hood lately but what threw me off was that these people had their windows rolled up.
Since this is a regular occurrence, I took a better look each time and noticed those people are sticking PA system speakers behind their bumpers. Those people call them "Power Horns". Here is a sampling of these systems that I found on YouTube with several of those people claiming that it can be heard 1/4 mile away:
I saw a few at the gas station today and I find it odd that they will invest money in stuff like this yet never put more than $10 of gas in their car at a time. This is sickening and needs to be stopped.
