dog barking thru out the day and nite! lots and lots of junk cars! Open

i`ve been living at my resident for years and i have seen how the neighborhood has been compeletely gone to the dogs i work 2 jobs and its almost impossible 2 sleep! due to excessive dog barking from my neighbors dog! also there is an excessive amount of junk cars that i have been reporting for years but nothing seems to go done. the highway itself is in badly need of paving!!! please send some one too address my concerns thank u!
