740 Manton St Philadelphia, PA - Passyunk Square

There is a small abandoned lot on this corner where cars park and it does not look appealing. It would be nice to put something in this lot, even if it is a bench and some plants to make it look a little better.

Recently demolished house - lot now used for parking Open

8th And Manton Philadelphia, PA - Passyunk Square

On the southeast corner of 8th and Manton, a condemned house was recently demolished. Woohoo!

But now, the dirt lot is being used for parking. Boo! This is not only creating a mess -- mud and dirt all over the street and sidewalk -- but also creating a hazard to pedestrians and an eyesore to neighbors.

I'm not positive, but I'm pretty sure there is a permitting process that has to happen to turn a zoned residential property into a parking lot.

Further, I think there are some regulations about keeping empty lots fenced off.

So, this is a ZBA issue, an L&I issue, and a PPA issue.

I know I know, parking in South Philly, enforcement, blah blah blah. At least it's on record now.

  It is terrible! I was so happy when they finally tore the house down. A success I thought. We went from one dangerous eye sore to another. I wish I could say I was surprised. Philadelphia is my home, but the city is doing a terrible job keeping tax paying citizens that care about their community here!

South 8th Street Safety Concern Open

1155 S. 8th Street Philadelphia, PA - Passyunk Square

This property is on the corner of 8th and Federal Streets. This property is very large with a garage and could be a wonderful addition to the neighborhood if it were not vacant. This house too is in violation of the doors and windows law. It is a frequent target of graffiti, loitering, and trash.

  My work involves a lot of this... and you'd be surprised. Not many might know what the vote does or they've always been taught that you vote for something you like.   True. It does say now the chances of positive results come from voting. I never see many votes--more than 10-15. I think this site is great but it does seem that contacting 311 is most effective.

Sidewalk is broken up and needs to be replaced at this vacant lot. This is on a heavily traveled subway connector street and has been a safety hazard for at least 5 years now.

Vacant house Open

Abandoned house has been sitting empty for over a year. Trash collects from menus, flyers, political door hangers, South Philly gazette, etc. Backyard overgrown with weeds. House is a blight on the neighborhood.

House has been abandoned for years. Efforts to have it put up for Sherriff's sale have been blocked. House is sealed but in bad shape.

Weeds overtaking sidewalk in front of vacant business Open

The sidewalk in front of Federal Baking Company is becoming impassable due to the tall weeds that are growing there. The weeds need to be uprooted so that pedestrians can pass through.

Loud hammering, sawing noises from vacant building but no sign of permits or contractor vehicles. Building appears to be chained shut from inside. Building also has terrible pigeon and rodent infestation and is covered with grafitti.

Vacant, side entryway open for weeks despite 311 reports Open

1139 S. 8th Street Philadelphia, Pa - Passyunk Square

This property has been vacant for years. Windows are in violation of no boarding up law. Side door has been open inviting anyone who wishes to enter. Unsightly, dangerous, and ignored. All too common. JP Morgan bank owns this property. They should pay a bit more attention to it. This is our neighborhood!

"Doors and windows" violation Open

The property fronting on 1427-31 S 8th St has a boarded-up entrance on the Northern half of the 1400 block of S Franklin St, in violation of L&I's "doors and windows" code.

This half-block of S Franklin dead-ends into the rear of this building, which is in disrepair.

Abandon house overgrown weeds Open

Wharton St Philadelphia, PA - Passyunk Square

There is a house on the North side of Wharton street, one lot East of 9th that has been abandoned for years.

The weeds in front of the house are about 2 feet high. The weeds and the stairway are a dumping ground for garbage mainly from customers of Pat's & Genos. It's utterly disgusting to have something like this right next to a major tourist draw.

Recently windows have been broken and then boarded up. Rats are being attracted to the mess out side and are routinely seen running out from the stairway.

  Call 311 and request that L&I be dispatched to examine the property.
  
  L&I just recently announced new regulations, called the Windows and Doors Ordinance, that compel property owners to have real, functional windows and doors in a structure, even if the property is abandoned. The fine is $300 PER DAY, PER WINDOW OR DOOR for non-compliance.
  
  This is a huge fine for the a-holes that sit on these abandoned properties and it is designed specifically to light a fire under their @#$% so they can no longer get away with land banking and running down neighborhoods that most of them don't even live in.
  
  Here's a suggestion if you have the time:
  
  Go to the Office of Property Assessment website (http://opa.phila.gov/default.aspx) and use the property search function to find out who the owner of the property is. Sometimes they cleverly list the abandoned house in question as the mailing address for the owner, but often, you'll be able to get a name and snail mail address for the owner. Send them a certified letter stating that you represent the block the house is on and inform them that the house has been reported to L&I. You should inform them about the new L&I regulations about windows and doors (http://nakedphilly.com/uncategorized/li-fighting-blight-in-your-neighborhood/) and let them know that a big headache is rolling towards them if they do not take action o abate the blight or sell the property.
  
  I've done this on a number of occasions and that, combined with being contacted by L&I and/or getting fined, has forced quite a few property owners to re-hab, sell , or just tear the building down.

  This property, the giant lot next to it and the abandoned bldg across the street are all owned by Anna Olivieri, relative of Pat's Steaks co-founder Harry Olivieri. I'm tired of this slum lord bringing the area down. The broken fence on the lot is a danger to tourists. The side walks are never cleared of snow and ice.

  20 days later and the boards on the windows are gone, revealing broken windows......thought the point of the new law was to encourage fixing these things or suffering $300 per window, per day? doesn't seem to be working. Also the weeds are still there, though harder to see since the garbage created by Pat's and Geno's over the Holiday is now stuck in the weeds. Almost looks like a Christmas weed decorated with garbage. Very Classy indeed.

Abandoned House Acknowledged

Apt Near 904 Ellsworth St Philadelphia, PA 19147, USA - Passyunk Square

Between 906 Ellsworth St. and the garage closest to the corner there is an abandoned house. It shelter quite a few homeless people. This place has become a haven for drug use, prostitution, and violence. This place needs to be boarded up immediately! It is also smells terrible and the urination and defecation in the street needs to stop now! What a nice neighborhood it's a shame nothing has been done up to this point.

There is a vent in the sidewalk that shooting up water that smells like the sewer. It looks like the connection to the street may have broken. the west side of 8th street is filled with water and has been since before Christmas. the vent appears to be in front of 1306 south 8th st. this property is up for sale and may be vacant.
