6/29 update:
Was able to successfully create a 311 report yesterday although that process takes 90 days. We have already been dealing with this for a year. Report number is 1726776.
Weeds are tall enough to conceal a person and obstruct the public walkway at the front of the property.
Property tax search (public) at phila.gov shows the owner to be Todd M Mosser. Property taxes are three years in arrears with two liens filed.
This property is clearly abandoned.

Perhaps a letter or email to the owner asking him to address his responsibility?
