Major standing water in alley with mosquito larva. Here constantly.
I posted this last week ...it is a major problem!
I've been contacting the City of Richmond since 2004 and nothing has been done (see below).

Subject: Ongoing Alley Flooding Taylor Avenue/West 45th Street
This morning, our yard and our neighbors yards have more than 12 inches of standing water. This has been an ongoing problem for the past two years in the alley between Taylor Avenue and West 45th Street, every time it rains -- our yards flood, our properties sustain ongoing erosion and damage.
This situation presents multiple problems for area residents -- during the summer our yards are breeding grounds for mosquitos that carry the West Nile Virus. Continuously damp conditions erode home foundations and create a perfect environment for termites, our yards are eroding and compromising the investments that we're making into improving our homes.
And, we are consistently told by City of Richmond that there is no money available to fix this problem. We've been trying to secure assistance for more than two years.
Below, is a series of communications dating back to 2004. I personally have spoken with the former Mayor, two District 4 Representatives, City of Richmond Public Works Representatives and Engineers.
Any assistance you might be able to provide will be greatly appreciated.

Thank you for contacting the Property Maintenance Code Enforcement Division for the City of Richmond. Based on the information you provided we have assigned an Environmental Coordinator to go to the location and inspect the property for any and all code violations.
This issue was recategorized from Open and Vacant Properties to Overgrown Lots.
Thank you for bringing this concern to the City of Richmond, Department of Planning and Development Review, however, when the Property Maintenance Code Enforcement Inspector visited the property, it was determined that there are no active code violations found on this property at this time. The Inspector will continue to monitor the situation in the future.
