House at 2245 High has front yard filled with construction debris and posessions for weeks now. Neighbor reports backyard filled with a year's worth of gargage bags and rats because residents had no service. Yard also overgrown with weeds 3 feet high. Apparently undergoing remodel, but need to clean up.
