You are correct, we need to aggressively clean up litter. The City can not do it alone. There just isn't sufficient funding. An anti litter campaign will be kicked off very soon. NRZs are going to be asked to organize clean ups. I have been contacting colleges and churches in Hartford to organize clean ups as well. We have to convince Hartford residents to stop littering. I did a survey 3 years ago about litter in Hartford, the data mirrored the national data. Children and people over 35 do not create most of the litter, the target population is 16-29. The best deterent is to involve that population in the clean ups. Once you've spent a few hours picking up - you will never throw it down again. It was cleaned up, but the wind has blown more.... needs to be cleaned up on a regular basis, not just when someone complains.
