It is an ongoing issue in Jersey City. People who live in apartments don't have adequate trash storage containers and the city needs to get on top of it. A 4 unit apartment should have at least a certain amount of covered trash containers for its residents to prevent vermin and cats from spreading disease. Additionally trash cans need holes in the bottom to prevent Asian Tiger Mosquitoes from breeding in the puddles that gather in the bottom of cans. This is based on Project Reservoir research over the past 3 years.
Simple solution is to mandate boxes with sloped lids with cans fitting entirely inside. Such boxes should be raised on legs ~ 8 inches to prevent accumulation of anything underneath. Or am I asking too much?
