I've referred this to our Public Utilities Department. When the staff has had a chance to respond I’ll post an update. Thanks for reporting.

The Public Utilities Department has responded. These are privately owned sewer service cleanouts. The City of Raleigh only maintains the mains in the street. It is the responsibility of the homeowner to ensure their service is in working order.
