It has been 2 months since new signals were installed at this intersection and this request was closed. Although they have worked perfectly since they were installed, the pedestrian signals governing traffic attempting to cross Forest Hill Ave. were left covered, rendering them USELESS. According to a follow-up posted on 2/3 (see below) we’re waiting for traffic to conduct somme sort of plan to be finalized (see below) and the request was closed without further comment.
" 2/3/2014 - Service Review: Richmond Traffic Signal Shop Mgmt noted this location has the pedestrian crossing signal lights covered because the plan for re-engineering the automated sequence-pattern has not been finalized as of yet. At that time the covers will be removed "

BE LEFT USELESS. IT IS DANGEROUS. TRAFFIC HAS FORGOTTEN ABOUT THIS PENDING “PLAN”. DO NOT CLOSE THIS REQUEST UNTIL IT IS COMPLETED!
