You can call the city to report the missing sign. The phone number for doing so is 910-341-7888. This is on the City of Wilmington website which is a pretty good source of contact information for various problems that you might see. I'm sure you will be able to find out who to call for the pothole as well. By the way, if a missing sign (i.e. stop sign, one-way, etc.) presents a serious threat to safety, call 911 to report it.
