Description
Neighbor has had a building permit for many years and makes little progress. He has built a privacy fence and piles trash up on the street side of the fence. His permits need to be checked and he needs to clean up the property. It looks like a trash dumb and the construction is not progressing.

Before closing this, and forwarding it Community Development, PLEASE look back at the extensive history of this property. Please refer to the numerous complaints here on SeeClickFix regarding this property. Please talk to City Councilwoman Cathy Graziano about the numerous discussions that community members have had with her regarding this property. Please look at the building permit that was granted 6 years ago, and the fact that he has only managed to erect a rudimentary foundation in six years. Please consider VA state building code, and that he has already been granted double the amount of time that he is legally allowed on a building permit.
Every time a neighbor complains about this property, SeeClickFix forwards it to Community Development, and NOTHING happens. I walked past the property this afternoon, and since this complaint was initially filed, there is now a second additional large pile of trash/refuse/yard debris in the city's drainage culvert, and spilling into the street... in an area prone to flooding. And all of these complaints are ignoring the hideous property, and multiple piles of trash contained within. PLEASE stop ignoring the numerous complaints about this blighted property. Surely, something can be done.

Yes, please take more time to look at the history of this property. We would like for this issue to be kept open here and the findings posted from the Dept of Community Development. The owner has skirted the issue for years that his property is an eye sore and hazard to the families that actually live in the neighborhood.

The piles of trash and construction debris are in the city's street, not an alleyway. More correctly, the trash/debris are not so much located at the street, but rather IN the street, to the point that a car could very easily hit it. The trash for this property effectively narrows the road to the point that two cars likely could not safely pass. Additionally, the privacy fence that is visible in the attached photo is constructed where the front of the property meet's the city street/drainage culvert, built illegally within the public easement.
Thank you for addressing this issue, and please feel free to ask any other questions that you need. We in the neighborhood are beyond fed up with this property, and would love to help the city resolve this chronic issue once and forall.

After a discussion this evening with others in the neighborhood, we were wondering if there was any update on this issue? The initial complaint was filed over 2 weeks ago, and there is still a pile of garbage sitting in the middle of the street! After the horrible winter we've had, we certainly understand that the city is busy with potholes, etc... but this is a problematic property that has a 6 year history of abuse of the system.
Myself and numerous others in the community would love to hear an update on what is happening here. Again, the problems with this property and its owner are very well documented, very long standing, and we in the neighborhood have been MORE than patient. It has gotten to the point where many in the area are questioning if we should contact local media (like NBC12, WTVR, Richmond.com, etc.) to feature this issue and the failure of the city. I personally hate the idea, but also feel like we are left with no other option if the city won't step up and take care of this MAJOR, longstanding issue.
As terrible as it is, the problem isn't just the pile of trash in the street.... it is the property as a whole. SIX YEARS of no progress. SIX YEARS of trash and illegal dumping. SIX YEARS of tax paying citizens being punished because of this scofflaw. SIX YEARS of upstanding, responsible citizens loosing out, and unable to sell their homes because of this trash pile. I feel horrible for the neighbors directly adjacent to that lot... How are they ever supposed to sell their houses with that crap right there? What would the city do if someone left a pile of trash in the middle of Grove Ave, or Park, or Stuart, or Main, or Cary? It would be fixed IMMEDIATELY. In Westlake hills, we pay the same tax rate. It isn't unreasonable at all to expect the same enforcement of city and state laws. For SIX YEARS now, this property has been an egregious violation of city and state building and property laws. The time for city action is now....
