I do not see how public works will handle the issue by its self. To fix the problem in its entirety Richmond City Police will need to leave the precinct (god forbid) and go to the area also and monitor the activity. Public intoxication, Littering, loitering.

YOU have the MEANS to call the Police Commissioner and request for a tighter force presence at this location. CITY needs to request a presence while City Workers are present, thus security is given while labor is being performed.
This behavior will repeat itself until it is broken and the squatters, dealers, and gamers are incarcerated.

We absolutely should have Convicts' Community Clean-up Crews.
Would enhance the community through cleaner and safer streets by having ONCE AGAIN our Convicted Criminals pay back society through community work.
Place a few armed guards from Richmond City Sheriffs Department, to over see the work of our prisoners.
Would be nice if we could abolish the Dept. of Public Works "workers" and replace them with convicted criminals, they would have to work to earn a wage.
Penn-State has Prison industries making everything from raincoats to shoes. While NC Prison Agriculture grows food for the farmer's market and makes furniture. Alabama State Prisoners work to clean and repair roads, they have the nicest roads of the US.
Richmond City Should Allow our caged Inmates the privilege to enjoy fresh air, excersise, and community service.
