Richmond City should employ an Army of Public Workers, a Civilian Conservation Corps of able bodied unemployed people, who could be able to take instruction to repair, revitalize, and restore our Grand Capitol of The Commonwealth of Virginia. This Labor, being the fruit of a persons life, should be compensated for through wages by the hour, three meals for a days' work.
Unfortunately this would lead to people taking pride in their community, taking responsibility, and having to perform Labor for wages.
