i called the highway dept a month ago on the defaced sign, but so far they haven't removed the graffiti.

it seems the graffiti was possibily cleaned a little. but the graffiti still shows on the sign. can it be cleaned again? or painted?

The sign seems to have been cleaned as best as it can be cleaned.
