The problem , as you note, is that the city has been completely remiss in dropping all attempt at keeping residents up to date when it failed to remove snow on trash days, as promised. First, they should have come up with a viable plan. Second, when it didn't work they should have changed the plan, and informed us. Where is the administration in all this? They seem incapable of planning, adjusting, and communicating.
