You need to call the non emergency number first to get a case number and then call the clerks office. I am in the process of this too for the same hole. You can't just call and get a case number from the police they actually have to come out and see. Not really sure what they would look at besides my shiny new expensive tire.

I phoned this to the police because I don't want others to damage their cars. In the future it would be nice if others would too.

Following up: I had called the police, they were notified and cones were placed for days preventing further issues. I received all the necessary paperwork to file a claim including calling PW and getting a name, and obtaining a case number from the police department. Unfortunately, I am not a New Haven resident and I had to wait at the police station for two hours. In addition to completing the paperwork, one must have the signature of a notary. Which was where I failed to follow up.

Following up... I called the police and notified them. they sent an officer to the scene and put up cones. I filed a report with the police department. I had all the necessary paperwork to file a claim, however, didn't get to a notary. Si I didn't actually file. Though, it is possible, in such cases, to get paid by the city.
