Between the blighted and vacant crack house of 1301 North 38th street and 1297 North 38th street of Richmond, Va., is a City owned lot that has over grown its boundary and is overtaking the sidewalk and road. The trees, roots, and debris from illegal dumping has overflown the lot and vomits upon the sidewalk, making passage in a wheel chair very difficult, not to mention the potential for children to trip and fall.

Nothing that a city crew of 8 people, one person with a chainsaw and 7 people watching could remedy in a day. Or a man in a wheelchair could do on their own in about half the time...
