In the yard on the north side, there is a vehicle and structure which previously did not exist. The sheltering plastic looked torn by wind.

There are two issues at question based on the complaint. 1) Yard Parking and 2) temporary structures.
It was not immediately determined that the vehicle was parked on the yard. The photo the Code Enforcement inspector took shows the vehicle straight in the driveway. We will have to research the zoning files or city records to determine the approved length of the driveway.
The owner of the property will be notified of the complaint.
The question regarding the temporary structure will be based on the definition of temporary from the zoning ordnance. No permit is needed for a temporary structure that is "placed up to 10 consecutive days or 30 days within any 12-month period at the same location."

it is clear from looking at satellite photos of this property (those property value websites) that the driveway does not extend to the temporary structure.
I do know when this property manager cleans, the green belt gets dirty
