Per Graffiti Removal Team: This is not graffiti. These paint marks and symbols are put there for a specific reason by utility companies that have underground utilities in that area. They normally use water soluble paint which fades after some time. For instance, yellow is assigned to the natural gas companies, red is assigned to electric companies, etc.
