Description

About 5-10 feet from the hydrant in between 39 and 41 Bishop there is a pipe that starts level with the road and then proceeds underground. There is a metal cap that fits on the top and it often gets scrapped off by plows. The assumption is that this is why there presently isn't a cap now. The pipe is 5 or 6 inches in diameter and could cause harm to anyone who accidentally steps in it. The cap should be replaced and secured so it will s tay on.
