Underground gutters are not properly installed. They don't drain into the lawn, therefore all the water from the roof drains on to the sidewalk. Three to four inches of water regularly pools up on the sidewalk. It's practically a pond during heavy rains and an impassable ice skating rink between winter thaws and freezes. Either the homeowners should be forced to fix the drainage, or the sidewalks need to be regraded so they drain into the street.
