There are TWO right turn lanes to turn from Albany Shaker Rd eastbound onto Wolf Rd southbound (See light blue circle in attached photo). When drivers use the extreme right lane to turn right, they almost always IMMEDIATELY move into the left lane which is illegal. When turning right from the right lane, drivers are required to enter the right most lane. If they want to move into the left lane very soon after completing a turn, they're suppose to look into the left lane, signal a lane change, then change lanes when safe do do so. I was almost side swipped at this intersection. A Chevy Blazer was in the far right lane _directly_ next to me. We both turned right at the same time. Within TEN feet of turning right, the Blazer pulled directly into the left lane where I was. I HAD to take evasive action. Luckily no one was coming towards me on Wolf Rd.
One solution is to paint a FAT solid white line between the 2 right turn lanes on Albany Skaker Rd, around the corner onto Wolf Rd. Have the FAT white line end about 4-5 car length from the intersection (See red line in attached photo). Legally, no other vehicles should be entering the right lane on Wolf Rd at this intersection except those turning right from Albany Shaker Rd (Since there is ONE left turn lane onto Wolf from near the Times Union building, those vehicles are by current law required to enter the left lane. See yellow dashed line in attached).
I _know_ drivers don't always obey traffic lines and signs, but something has to be done, especially at this intersection, to remind drivers which lane they should be turning into. Traffic is heavy enough that a double right turn (like it is marked now) is warranted from Albany Shaker onto Wolf Rd.

The issue you present demonstrates one of the most confusing/dangerous aspects of this poorly-designed intersection, which has essentially not been changed since the early 1960's. This problem is one of the numerous ones which needs to be addressed when the entire Exit 4 interchange is reconstructed (supposedly slated to occur between late 2011 through early 2013.)
The Wolf Rd./Albany Shaker Rd./Exit 4 interchange is one of the most-heavily-traveled intersections in the entire Capital District, and is one of the main choke-points where traffic backups occur on a daily basis, due to the nature of the odd configuration of the double-lane turn.
This intersection is in severe need of a complete redesign, and hopefully, the dangerous confusion of lanes you cite will be re-engineered to eliminate the hazardous weaving so frequently seen here.

it is now 2013 and no improvements or notices for redesign are even mentioned. People making the left off of albany shaker do tight diagonals not real lefts so if you are 1st or 2nd waiting to make left onto Albany Shaker you can get clipped because these idiots are in such a rush and talking on phones
The gas station and new businesses across street do not help. That area needs alternate roads specially between business so people do not have to get onto Wolf to go three doors down to next parking lot .. It might help but not much will help that intersection the way it is now ..
Thought there was supposed to be a new exit for airport to keep cars off Wolf .. That triple left is horrible I hate circles but get rid of Times union and make large circle or something to cut this down. the other problem is back up on Northway entrance when there is an accident

Apparently it still is in the initial planning stages... The VERY early beginning stages. I wouldn't be surprised if it takes until 2018 to start construction.
Anyway, the entire Albany Airport/Wolf Road/Route 155 corridor is under evaluation.
In one phase, building an "Exit 3" on the Northway was considered, but now they appear to be focusing on completely redoing the area between Exit 4/Wolf Road/Albany Airport and Exit 5/Latham.
