From too much experience in this matter- the dog is allowed to be out for 4 hours a day-even it barks continually non-stop. After that u can call the PD, BUT you have to insist on seeing and speaking with an officer for anything to actually be done. LCI can also help by talking to the owner and "encouraging" them to get a muzzle or something. The Humane Society is not much help (they claim most dogs have no problem with this weather) nor is animal control (because there's only one person on and that's for emergencies).
Best of luck- I've been listening to a barking German Shepard (who only barks when its cold) all winter long, cause my neighbors won't be responsible. They shouldn't even have a dog. I can't wait for summer so I can bullhorn barking noise at them for 4 hours while they are outside ($10 repeating bullhorns at Lowes !!!

Animal Control doesn't monitor this site you have to phone 203 946-8110 or you can call the police 203 946-6316 about the barking.. Luckily the dog did not die but he could have suffered. This site does not replace the phone. Why are people reluctant to use the phone?

As far as Been There's post in regards to seeing or talking to a police officer, I believe that if you insist you can remain anonymous, The bullhorn is only going to make more noise and may turn violent,
People when you see things like this YOU HAVE TO START USING THE PHONE, It is still the fastest method available, also some city departments do not monitor this site. This dog could have froze to death.

Try calling animal control- never an answer. Yes you can remain anonymous, but you have to talk to the PD for any action to be taken as they will only get "the dogs only been out for a few minutes/hour"

If you let the phone ring long enough you will get an answering machine then you can leave a message. Phone number for animal control is 203 946-6316 .I called the police today and was informed you can call 203 946-6316 and report the problem and you do not have to talk to a police officer.
If the dog is left out in this weather and nothing is done it may die. Posting 12 hours after the fact is not going to bring him back. You have the use the phone when it is happening. If it is night call the police.

Talked to animal control this morning and was assured that they DO NOT monitor this site.

Yeah uh response time on this is several hours on this type of complaint for a reason- priorities- CT do you even live in town?? You can't do anything abut barking dogs, illegal parking or trash haulers picking up at 5am. Its a wasted effort.

I agree with guest- there's nothing that can or will be done- short term you may get forceful cooperation from the dog owner's, but in the long haul it - without constant official reminders- it just goes back to barking all the time. The police won't take away someones dog unless its being obviously abused.
As for a bullhorn causing violence - how ? and why is that different or louder than a non-stop barking dog .? I hope my neighbor tries to do something then they can go to jail and I won't have to listen their dogs nefarious barking.

OMG, isn't the issue that the dog is being left out in below freezing tempuratures? Guest, why are you taking it upon yourself to close this issue?? To the reporter, call animal control and report it as an urgent abuse issue. The dogs life is in danger. Geez, why is everyone focused on the barking?

The point I am trying to make is use the phone.

The point I'm making is the dog is not in danger according the Humane Society who I called on the phone and has said unless its prolonged exposure (days at a time) in sub zero weather (that's below zero) there is no danger. The other point is NO ONE WILL DO ANYTHING.
