The Graffiti Abatement program is responsible for the abatement of graffiti on public property. The Graffiti Abatement program will perform one “courtesy” abatement on private property. Subsequent instances of graffiti on the same private property will be referred to Oakland's Building Services to enforce under the Oakland Municipal Code §8.10.080.
I don't know if this property has had its one "courtesy" abatement or not. Regardless, I
reported it to Code Enforcement @inspectioncounter@oaklandnet.com.

FYI: Talking to Code Enforcement this month, I was told that "we do not have a graffiti abatement program"...I was complaining about the re-appearance of graffiti on private property that I had reported earlier.
The Graffiti Abatement Program is part of the Public Works Dept (Facilities and Environment). They take care of the graffiti on public property. My understanding is they will abate it on private property as a one time thing.
The Keep Oakland Clean & Beautiful "KOCB" division of Oakland's Public Works Agency is dedicated to maintaining and enhancing the City’s natural aesthetic qualities. In pursuit of this goal, KOCB is responsible for regularly scheduled street sweeping, the reduction of litter City-wide, keeping our hardscaped (concrete or asphalt) medians and City-owned lots free of overgrown vegetation, pick-up of illegally dumped materials discarded on our streets, and the removal of graffiti on public property. The division also plays a support role in keeping our City parks at their best.
The various sections of KOCB provide these services:
Continuous effort toward reduction of Illegal Dumping
Regularly scheduled Street Sweeping (see information about Street Sweeping during holidays)
Management of the City’s hardscaped medians and City-owned lots through ongoing Vegetation Management
Uninterrupted Graffiti Abatement on public property

If the graffiti is on private property, Code Enforcement tells the owner to clean it up or be fined. I feel for owners of private property that is defaced by graffiti. It is costly and time consuming to remove. There are anti-graffiti coatings that can be applied but most are ineffective and all are expensive.
"In fiscal 2011-2012, Oakland spent $1,040,000 on cleaning up graffiti, with $75,000 spent on paint alone to cover it up. Oakland has three building painters who spend about 88 percent of their time covering up graffiti on city buildings, plus four other people working full time on graffiti abatement throughout the city, according to the public works department."
That's money we could have spent a a whole host of needed things.
