It also sounds like those glass cylinders are on private property.
Posting an issue like this here is totally ineffective.
Talk to someone at the church.. I'm sure they will be happy to try something to fix the problem

Sorry Bob, didn't finish before I hit send on my last post- To complete my post, This is the resposibility of the Church, not the City. The City has no responsibility for the Church's sidewalk unless a City tree caused the damage. Sidewalks are the responsibility of the property owner, but in certain circumstances, the City can help defray costs/be responsible for the repair when the City has some liability associated with the condition. I'd call your Alderman, Justin Elicker about this and see if he can get the City to do a review of the sight to determine the cause of the issue and the responsibility for addressing it.
