back alley between 13th w and 12th st w between 8 and 9th ave> I posted pics last summer yet totally ignored. yeah sure a lot of low renters in that area but how hard is it to use a garbage can correctly. bins over flowing, garbage all over the place< maybe time to go back to old big bin style, dear mayor go and check it out!!!!

If a person drops Garbage in Blue Bin ...make him pay for the Garbage Truck who needs to come out to empty it , if Garbage cans are so full that the overflow on Bark , again a Fine is needed if not picked up after warning , next step City will come clean it up , send Bill to Owner of property.
Enough talk ...lets keep the City clean ...not just the West side , Eastside...flat or Hill ...it is our City lets clean up ...we are Humans...not Pigs...

every last week of the month there is furniture and garbage piled all over our bsck alley. the cats and birds get into it, its horrible to look at because the landlords dont care who they put in there properties. I live in midtown (where we are the only ones in pa who still have the big bins in the alley) and it sucks!! it just makes a bigger mess!! come on city of pa, send bylaw around to ticket these properties!! its winter time....not too hard to figure out who put the stuff there...
it also sucks because when these renters decide to move out and or trash the place we cant throw anything out for a week or 2 cause the garbage bins are full of broken furniture and crap they busted out of the place they were renting
serious problem that I have lobbied with city hall for years but nothing happens.....as long as it isnt happening in their backyard no worries....
get bylaw out there and enforce!!!!
