Probably because Code Enforcement is understaffed.

To expedite this: get others to VOTE on this issue. Public Works (supposedly) monitors this site. Also, contact Libby Schaaf's office.

The Graffiti Abatement program is responsible for the abatement of graffiti on public property. The Graffiti Abatement program will perform one “courtesy” abatement on private property. Subsequent instances of graffiti on the same private property will be referred to Oakland's Building Services to enforce under the Oakland Municipal Code §8.10.080. Graffiti on the property of other agencies will be referred to them for abatement.

Removal of graffiti on private property is the responsibility of the property owner.
To report private property graffiti, please contact the City of Oakland Building Services at (510) 238-3381, M-F, 8:00am to 4:00pm, on Wednesdays from 9:30am to 4:00pm or email inspectioncounter@oaklandnet.com.

We can vote all we want and PWA can see our votes, but it is still a matter for Code Enforcement to handle. We can call and email them at the numbers and email address above.
