I've referred this to our Public Works Department. When the staff has had a chance to respond I’ll post an update. Thanks for reporting.

Per Public Works: NCDOT had to complete an evaluation before we could replace the broken equipment. We received authorization to do this work on Tuesday, a crew repaired it yesterday. It is working at this time.
