Description

This person, like many in West Haven, put out garbage bags full of food waste, and DAYS (not 24 hrs) before Tuesday collection. They then left town for who knows how long. As a result, critters tore through the bags and have scattered all manner of debris all over the street, ONE HALF BLOCK FROM THE SOUND, and just uphill from a storm drain that will surely deliver this trash to the Sound in the next rain storm.
