Graffiti covers barrier strips that are woven into a cyclone fence that borders Rose west of Gough Street. This fence serves as a visual blind for Crack-Heads, Drunks and Dialects who use the side walk and street as a toilet.
The City of San Francisco owns this property that borders Rose, Gough and Page Street. The city does not maintain this property in the same way it mandates commercial or private property owners.
