I submitted this information to the San Francisco Department of Building Inspection (DBI) for further investigation. The department opened complaint number 201332661 for this matter.

The Inspection Services Division of DBI is responsible for inspecting the construction of all new and existing buildings & structures for conformity with approved plans and permits, and for compliance with state and local building code requirements. Building Inspection Division (BID) responds to complaints of unsafe structures and work without proper permitting. As necessary, BID prepares Notices of Violation and issues them to responsible parties. Unabated cases are referred to Code Enforcement for Director’s Hearings and further action.

DBI will review the complaint and assign an inspector to investigate the property. They plan to inspect the building within 48-72 hours. In the meantime, if you could provide me with any more details about the "structural" construction, it would be very helpful. It's easier for inspectors to locate and identify violations if they know exxactly where to look. Is the structural work taking place in the back of the building? Is it inside or outside? At the base? Any information would be appreciated and I'll happily forward it to DBI.
