I take that back... they asked me to call the pound instead of the police department. The number for the pound is 860-465-3087. I already have called and left a message but whomever reported this problem also should call to provide details, such as who is abusing the animals, etc.

Drove by 57 Elm. Dog is not thin, has shiny fur, is running around chasing balls, appears to love owner (jumps up and hugs him), has two bowls, one with water still left, access to porch, and is actually one of the few dogs in Willi w/a license (!) People reporting abuse need to know that w/o a signed statement from witnesses willing to testify in court (and they almost never are) and some sort of corroborating physical evidence such as injuries, authorities cannot make a case. Animal lovers, get out your video cameras. I've seen folks get nailed with that sort of evidence, but just a phone call isn't gonna do it unless the people are caught in the act or the animal is injured and multiple people say they saw it happen.

I witnesed the dog being punched, kicked and thrown across the yard (full of junk and oil) few times in the last two months by the tenant. Animal control has been contacted. Owner may possible not know tenant is abusing the dog.

Amy, WHO is doing the abuse? Please read the comment above starting w/Drove by 57 Elm. There are no visible signs of abuse on the dog, no injuries....even if someone came forward as a witness, there isn't any physical evidence. The dog is friendly and doesn't act fearful like an abused animal. Animal Control has to be able to document something other than anonymous complaints; without some sort of evidence the judicial system cannot act - imagine if someone could lodge a complaint against you w/o proof. Help gather irrefutable evidence! Somebody must have a video camera?? Tape safely from a window of a neighboring house or something. Of course, the person who tapes has to certify that it's authentic, not photoshopped. The accused has a right to face the accuser; that's the way it goes in our system (for better or for worse). I believe the other resident is cousin of the dog's owner. Can anyone I.D. the owner vs. the tenant? Physical description?
