Because I would be picking up garbage every day in this exact place and most of the time the garbage has who knows what in it. Thanks for your comment - but my thought was by bringing this area to the city's awareness it would be tended to more often.
KI, while I sympathize with the frustration that neglected stretches of sidewalk get neglected, no amount of city efficiency is going to keep this area clear of litter. I walked by this mural this morning. While litter is a problem, weeds are even a bigger issue. I suggest that you take the lead on this to organize a cleanup. Get ahold of The Village Neighborhood Association (http://www.jcvillage.org/contact) and they may be able to organize some time to tidy the area. I encourage you to do this periodically to stay on top of it. This is how we stay on top of litter and weeds in Harsimus Cove (http://www.harsimuscove.org/news/the-litter-patrol-coming-to-gutter-near-you). We do one every 2 weeks when weather allows.
