Thank you for bringing this information to every ones attention. The best determination on what's going on with light according to what you written down. The light is blinking so there's a chance that the photocell sensor may have to be replaced including the bulb or fixture may have to be replaced. I contacted Entergy online told them what's wrong. I'm waiting for an email back from them with a repair date.

Entergy will be out there on or before March 26th 2015 to repair street light
