The phrase is long associated with turning a criminal element IN to the authorities. Not that I would equate shovelling scofflaws with the mafia, but what exactly do you call people who terrorize elderly people into staying home by making them fear for their safety?

Yeah, the city doesn't get high marks, maybe a C/C-, but not an F. I agree, though, that our less considerate fellow citizens deserve the F, though, like my lovely neighbors on 1st Ave. who push snow into the street DAILY, causing an icy condition. Downtown on the blk you mention, several tenants/shops on Chapel did not salt or shovel out their sidewalks. I thought that was the law! I will not patronize them, as they are causing a dangerous situation. They include: Sullivan's Bar, Thai Pan Asian and The Workshop hair salon. If it is their landlord's problem, and not theirs, they should push them harder, and/or just pick up a shovel and buy a $10 bag of salt to help out their neighbors and customers.
