This house is very alarming. Very concerned for the safety of the resident who appears to be suffering from mental illness. Also, property looks to be a duplex. If the it is occupied, that person is likely terrified at what is going on. And, on top of that, it is a huge eyesore to boot. Please intervene quickly. This one needs to be expedited as soon as possible in case the owner needs help.

In response to M ST - I assume so. But I don't really know what's going on there - maybe this is something this person is going to take down/clean up eventually? I wouldn't want to give anyone (republican, democrat, tea partier, communist, whatever) a reason to whine about free speech. God knows, this person is probably paranoid/deluded enough as it is. But at the same time, this is too over the top/bizarre. Lots of stuff about RINOS, RATS, and RUSH (presumably Limbaugh?). I almost wonder if this is supposed to be a parody of someone else's political views? Sad stuff, when someone does something like this and you can't even figure out what they're trying to say...

Can you also perhaps pass this along to the Richmond Behavioral Health Authority and/or Richmond PD so maybe someone with some experience in mental health issues can check up on the owner? This may be more than just a quirky sense of decoration and political commentary. While no one wants to impede on the owner's constitutional right to free speech, a quick check to make sure he is not suffering a mental illness crisis seems prudent in this situation.

I agree this probably is much more than an issue of graffiti. Hopefully another agency can contact the owner and provide some assistance.

I called this guys parents, the property owners. This is indeed a CAR violation AND a citizen in need of services.

Your concern has been received. A Notice of Violation was issued at the end of October. Because of the Thanksgiving holiday, code compliance won’t be verified until December 2nd, and I cannot move forward with enforcement until 30 days are up. I have spoken several times on the telephone with the man who did the work, and he has stated his willingness to apply to the CAR to remove the vinyl siding and replace it with HardiPlank, but I have yet to receive an application for a COA. Terry Hensley in zoning recently heard from the property owner (the tenant’s father), so hopefully we can work with him to have the violation abated.
