  Kristen, A question about your usage of verbs - when you say "report issue to..." is that to say that you reported, or a command for the user to contact, in this case, Mass DOT? If the former, would it not be cleared to say "reported...", or better "I reported..."? It has been an issue on a number of responses, so thought I would flag it as you may not realize that it is causing confusion. Thank you for your help.

  Thank you for bringing this matter to my attention. I did aim to convey that I in fact "reported" the matter to the attention of the appropriate agencies. I will do my best to refrain from informalities and grammatical errors in the future.
