The water department was notified, they would like to know if you want the storm drain removed or replaced. If it is because of Bicycle tires you may need to purchase wider tires thank you. AIW

Replaced. My tires are not unusually narrow.

Have you had any luck with this, Ted? You may want to forward this to local cyclists or business owners, or to the Bicycle Coalition, to see if it is also a problem for them. They may be able to give you guidance on resolving these types of issues.
