In the area, I looked at NB Southcenter Pkwy. Around the 17550 block, near Ross Dress For Less, there is a curb inlet and catch basin in the gutter that could use attention. Traffic was heavy, so I didn't have time to carefully look. But the catch basin might be an inch and a half depressed and could be leveled with surrounding pavement with some asphalt. To me, a vehicle would have to have a whole set of factors before a wheel would be damaged or a tire could blow, like a combo of huge vehicle (van, SUV?), heavy load, overinflated or underinflated tires, very high speed, driving at the face of the curb (or swerving into the curb face itself). Factors tending to make this scenario difficult to achieve are these: catch basin does not intrude into the roadway (part of curb & gutter, 8" from face of curb); this is not a deep hole but just a small adjusting required; no real void to "drop into". I can't say for certain, but that's how a Civil PE sees it.
