I agree that vehicles travel too fast here, but doubt that traffic enforcement of current conditions would be very effective.
Dramatically lowered posted speed limits that are appropriate for this community facility (e.g., 10 miles per hour) would be a good first step. Lowering and clearly marking the speed limits, and then following up some months later with enforcement against drivers who blatantly disregard it would result in much more severe penalties and be more likely to send the message.
To make sure that the policies here are clear to drivers, the speed limits should be painted directly on the roadway surface, as they are in many other places.
A later step would be work to redesign the roadway or paint it differently, to indicate that it is not meant to be used as an arterial highway. Traffic calming could be installed on the entire stretch road concurrent with the city's current plan to rebuild the bridge and intersection of Farnum Drive and East Rock Road.

Last week I needed to push my girlfriend out of the way when a motorist failed to stop when she was on a crosswalk. He then stopped and started to yell to get off the F*!&g road. After we explained that we were in the middle of the crosswalk, he was clearly speeding and we had the right of way. He then Explained that he has the car and we'll see who has the right of way when he hits us with it. hahahaha
It's that kind of attitude and disregard for the law that makes the area extremely dangerous. Traffic Violations may help but to patrol this big area is nearly impossible. I think speed-bumps before crosswalks and speed indicators may be a start.
