There is a solid waste ordinance (Sec. 30¾-1) that reads: No person shall place or leave any solid waste, bulky waste or mixed solid waste in which insects may breed upon any premises or curb in the city, unless such waste is enclosed in a receptacle that is secure and acceptable to the director of the department of public works or his/her designee. The receptacle must be closely covered so as to prevent insects and vermin at all times, except when the waste is being placed in or removed from it. Solid waste must not be kept upon any premises in the city for more than seven (7) days, and not placed on the curb longer than twelve (12) hours before collection.
Thanks for raising issue."All over" is broad area but you give us the chance to also ask the community's help with reminding neighbors to remove toters from the curb after collection. It's also a reminder to us to reinforce it in all our information. Thanks.
