You would need to change the city laws first. After you are successful with that, please consider reposting this issue.
Before posting jokes please consider that your issue gets sent to hundreds of people, including city staff and neighbors, who have limited time to read email alerts.

Before getting sanctimonious, please consider that sarcasm appears to be the final frontier for letting responsible authorities know that a very large amount of property owners haven't followed the law. Calls to City Hall have not yielded results. If anything, people home from work had more time on their hands yesterday to take care of the sidewalks and therefore, plowing performance notwithstanding, the city should impose fines.
